Kochi: The Lok Sabha on Wednesday referred the Foreign Contribution (Regulation) Amendment Bill, 2026 to a Joint Parliamentary Committee (JPC) on Wednesday after the Centre moved a motion in the Lok Sabha amidst fierce protests and objections from Opposition MPs.Union Minister of State for Home Nityanand Rai moved the motion which was accepted through a voice vote, media reports said. Opposing the bill, Akhilesh Yadav of Samajwadi Party alleged that the proposed legislation targets minorities.Challenging Yadav to cite a single provision against minorities, Parliamentary Affairs Minister Kiren Rijiju accused the Opposition of misleading the House.K C Venugopal of Congress demanded rollback of the bill as it was aimed at targeting minorities and NGOs. Rijiju reminded that the Congress had itself demanded that the bill be referred to a JPC and asked the Opposition to use the committee process to raise its concerns. The JPC will have 31 members with 21 members from the Lok Sabha and 10 from the Rajya Sabha. The committee will submit its report to Parliament by the last day of the first week of the Winter Session of 2026.The proposed legislation seeks to amend the Foreign Contribution (Regulation) Act, 2010, One of the significant proposals is the power for the Central government to create a Designated Authority which would have powers to take over the management of foreign contributions and assets created using those funds if an organisation’s FCRA.
