Kochi: While former Finance Minister Thomas Isaac has moved the Kerala High Court seeking to quash ED’s summons to him on KIIFB borrowings, five Left MLAs have filed a PIL against the agency in the High Court.
Isaac, who has expressed his inability to appear before the Enforcement Directorate at Kochi on Thursday, has prayed to the court to stop any further proceedings by the ED against him without any valid reason, media reports said.
The agency has not explained the mistake committed by him or the Kerala Infrastructure Investment Board (KIIFB) to violate FEMA rules, Isaac said.
He claimed that the summons sent by the ED are illegal and that it was part of a campaign to crush the government programmes.
The MLAs K K Shylaja, I B Satheesh, M
E Chandrashekharan, Kadanapally Ramachandran, and M Mukesh have filed a Public Interest Litigation against the ED, which, they alleged, is trying to derail developmental activities worth Rs 73,000 crore.
They said that the Supreme Court had directed the centre not to create hurdles in implementation of major projects in a different case.
The constitution has suggested special channels to settle differences between the state centre relations, they said.
The matter will come up before the court on Thursday.
